PART ONE

ORGANISATION

 

  1. NAME

The name of this organisation shall be the North American Viking 28 Association, HEREAFTER in these rules referred to as the V-28 Association.   

  1. OBJECT

(a)     To promote and develop the V-28 Class racing under uniform rules and to maintain the features of the V-28.

(b)     To promote the use of the V-28 as a family boat for recreational sailing.   

  1. EMBLEM

The emblem of the class shall be the block letter “V” and the number 28 situated between the arms of the “V”.

  1. CLASS DESIGN

  The boat is the 28 foot 2 inch fiberglass sloop, designed by Cuthbertson and Cassian Company Ltd and manufactured by Ontario Yachts, to this certified design. 

  1. ORGANISATION AND MEMBERSHIP

  Any owner or bona fide charterer of a V-28 may apply for membership in the association. The power to accept or reject applications is vested in the Executive Committee.

  1. DUES AND MEMBERSHIP

  (a)     Regular membership in the V-28 Association shall be extended to owners, part owners and charterers of the V-28’s registered upon payment of the dues. However, in all matters requiring representation and voting, each boat shall be limited to a single vote, by the owner or by a delegated representative.

(b)     The organisation may accept as Associate Members all persons interested in the class but no Associate Members shall be entitled to representation or voting.

(c)     Commencing November 1971, the dues are to be set by the executive and approved by the membership at a scheduled membership meeting.

  1. EXECUTIVE OFFICERS AND DUTIES

The Association shall be governed by the following officers, who shall be elected at each Annual General meeting, from the general membership. The President shall preside at the meetings and rule on procedures. He shall be empowered to call meetings and shall designate the time and place, excepting only the Annual General Meeting. The Vice-President shall preside in the absence of the President. The Executive shall nominate the Rules Committee. The Secretary-Treasurer shall keep minutes of the meetings, records of membership, registration of boats, and in addition perform all other duties pertaining to such office and shall deposit all funds, keep financial books, make necessary disbursements and render a report at the Annual General Meeting.

 

EXECUTIVE COMMITTEE

  The powers of the Association shall be vested in and administered by, its Executive Committee of five members. The Executive Committee shall consist of the President and Vice-President as designated and three other members of the Association elected at the Annual General Meeting, or until their successors are elected at a special meeting. An affirmative vote of three of the five members of the committee shall decide all questions, and such votes shall be final. The committee shall approve and enforce the Class Rules, sanction or ban Association races, fill vacancies in office, conduct all business and determine the policies of the Association, nominate rules and other committees for the approval of the membership. The Secretary-Treasurer shall be ex officio present at executive Committee meetings.

  1. THE RULES COMMITTEE

  The Rules Committee shall consist of at least three members and shall be nominated by the Executive Committee, and ratified at the Annual General Meeting, ant its members shall hold office for one year.  It shall pass on all questions relative to eligibility of boats and equipment, interpret the Rules and Specifications, and recommend to the Executive  Committee and advise alterations or additions to the Class Rules.

  1. MEETINGS AND ELECTIONS

  Annual meetings shall be held each year at a time and place to be designated by the Executive Committee.  The Secretary shall mail notice of this meeting to all members at least 30 days in advance of the date selected.  A Quorum consists of the presence of at least five (5) regular members.  Voting shall be by regular members who shall be entitled to one vote for each boat enrolled and a majority vote of those present then in good standing shall be sufficient.  Designated proxies are covered by #6A.

The order of business at an Annual Meeting shall be as follows

A special meeting shall be called by the President upon request of the Executive Committee or upon written request to the Class Secretary by at least twenty-five (25) percent of the total members.  The Class Secretary shall give no less than two weeks written notice of the purpose, time, and place designated by the President for any Special Meeting.

  1. AMENDMENTS

The Class Rules may be amended only at the Annual Meetings or Special Meetings by two-thirds vote of the total number of boats represented at the meeting in person provided, however, that the proposed amendment shall be set fourth in the notice of meeting.

 

PART TWO

 

RULES AND SPECIFICATIONS

 

1.                    Interpretation

Specifications cannot anticipate every possible situation that arise.  If a point is not herein covered a ruling shall be obtained from the Rules Committee.  In interpreting these rules and specifications, the Rules Committee shall consider the intent rather that any technical construction that might be derived from the wording and shall bear in mind at all times the basic principle of the specifications, which is to maintain the V-28 Class as a One-Design Class with fair and “equal” racing.  These rules then do not apply to V-28s racing in open, handicap or other events.  Nothing is optional in these Rules and Specifications unless so stated.

2.                    Standards

   The original plans and specifications on file with Ontario Yachts and a certified copy acquired by the Class with the Associations Secretary-Treasurer shall be considered as setting forth the official standard options with respect to hull, spars and rigging.

3.                    Eligibility of Boats

It shall be the sole responsibility of the owner to make certain that his/her yacht will comply with the Rules and Specifications at all times.  A V-28 may be challenged by means of a written protest stating the grounds and submitted to the Class Secretary, who shall refer it to the executive.

4.                    Hulls

All hulls and decks shall be produced from moulds constructed to the certified plans of this Association and shall conform to the design and specifications of the V-28 by Ontario Yachts so that the one design aspect of the hull remains unchanged.

5.                    Keel, Rudder and Spars

No change in the dimensions, location, weight, shape and materials which as standard for the V-28 shall be permitted, except such as are incidental to the upkeep of such items.   The length of the spinnaker pole when fitted to the mast and measured in a horizontal position athwartships from the centerline of the yacht to the end of the pole shall not exceed 10 feet 6 inches.  The keel shall be of iron produced from Ontario Yachts pattern.  Changes to the spreaders, spreader bases, the addition of a jack stay, aerofoil spreader or heavier mast section as recommended by C & C shall be permitted as optional.

6.                    Standard Rigging

No change in minimum diameters of the standing rigging which are standard for the V-28 shall be permitted.  Rigging shall be as standard C & C sail plan.  Lower shroud locations are optional.

  Halyards and sheaves shall bear the weight of the sails.  The arrangement of the jib and spinnaker sheet and guy leads, sheet blocks and cleats shall be optional.  The location of the Main sheet boom attachment is optional and a main sheet track traveler is allowed as optional equipment.  The use of a downhaul on the tack of the jib or of a winch or any internal or external halyard or sheet, shall be optional.  The location and type of deck hardware shall be optional except that life lines and stanchions are required complete with bow and stern pulpits or equivalent.

  A boom vang may be used and a permanent fitting for attaching the vang to the boom and to the boat or mast may be installed.

Sail measurements listed per the standard certified sail plan are maximum measurements and shall be made from the outside edge of the cloth or bolt rope, as the case may be.  All measurements shall be taken with the sails laid on the floor with adequate tension to remove wrinkles in the line of measurement.  The luff or the foot of the mainsail my not extend beyond the standard black band dimensions.  Black bands must be applied according to the attached diagram.  The maximum LP measurement of the largest genoa may not exceed 173 percent.  Sails shall be certified as meeting Class measurements at the time of manufacture.  Except as otherwise specifically permitted Mainsails and all headsails shall be accordance with I.Y.R.U. rules.  The spinnaker luff shall not exceed 32 feet 9 inches at its maximum width shall not exceed 183 percent.

7.                    Emblem and Numerals

An emblem as described in Part One, Section # Shall be carried on both sides of the mainsail.  Numerals will be to N.A.Y.R.U. specifications.

8.                    Crew

In all NAVA races the crew shall consist of the skipper and at least two others.  There shall be no maximum restriction. 

9.                    Standard Equipment 

In order to maintain the Class as a One Design cruiser racer V-28’s competing in NAVA events must conform to the following additional requirements.

The accommodation will conform in principle to the original standards outlined in the Ontario Yachts literature dated October 1, 1972.  This comprises two main and one V berth with cushions, marine toilet, stove and sink. 

It is required that boats be maintained in cruising trim, with inboard or outboard power, stores, fuel, water etc in reasonable quantities.  Regarding the outboard engine, it shall be stowed in the stern lazaret, aft of the rudder post, when not in use and weigh no less than 40 pounds.

All V-28 Yachts will carry at least the minimum safety and navigational equipment required by Transport Canada and C.Y.A.

LP   The distance from the projected intersection of the leech and the foot of the jib to the luff line of the jib in a direction 90 degrees to the luff line.

SPL The length of the spinnaker pole in its fitting on the mast and set horizontally athwartships, measured from the centre line of the mast to the extreme outboard end of the pole and any fittings used when the spinnaker is set.

WPL The length of the whisker pole measured from the centre line of the forward face of the mast to the centre of the clew cringle of the jib to which the whisker pole is attached.  The measurement shall be in a direction perpendicular to the vertical centre line of the forward face of the mast.

  LUFF LENGTHS (SLL/LL)  Of jib or spinnaker shall be the distance from the projected intersection of the luff and foot with the luff line under moderate tension.

G  The maximum spinnaker girth measured parallel to the foot, luff to luff with the spinnaker stretched flat.
